The incoming mail server (MTA - Mail Transport Agent) while establishing a connection to receive mail from the sender, i.e. another MTA, performs activities in accordance with the SMTP protocol, which defines and normalizes the rules for sending e-mail between servers. This standard does not directly cover the fight against spam. On the other hand, the MTA specified in the domain's DNS for e-mail domain can additionally during the SMTP session check the reputation of the sender's address based on the sender's domain name, sender's server IP address, sender's e-mail address etc., as well as use other available tools and perform tasks designed by the receiving MTA administrator. These are additional checks that can be implemented by the MTA administrator to fight spam. One of these steps can be checking the sender's reputation on any RBL server. There are several hundred RBL servers in the world, and rbl.polspam.pl is one of them.

What happens after adding a domain address to the RBL server ?
RBL administrators add spammer addresses to the database based on mailbox owners' reports, observations on their own servers and through spam traps, and do everything to stop the tide of unsolicited emails. RBL administrators are MTA administrators themselves and know the subject perfectly well.
It should be remembered that even several thousand domains can be placed on one IP address and if there is even one spammer among them, then all other domains will be treated as untrusted due to the same IP address, for the so-called bad neighborhood. Often banning by IP address is necessary because one spammer can register from several to several hundred domains and replace them on the same server to avoid listing in rhsbl.rbl.polspam.pl, i.e. on the list of domain names.
The only way to eliminate such spam is by blocking the IP address or even the entire range of IP addresses. This causes normal users to be unlucky to find themselves on the same server and IP address as the spammer and at the same time without the reaction of their own mailbox service provider, who does not care about eliminating spammers.
